At the Municipal Council on Monday, November 14, it was voted to announce a call for expressions of interest in the operation of the camp in the form of an administrative emphyteut lease (18 to 99 years).
“We have great potential in Villefranche-de-Rouergue and we need to step up.” With these words, the mayor of Villefranche-de-Rouergue, Jean-Sebastien Orcibal, develops the municipality’s desire to increase the capacity of the city camp by publishing a call for expressions of interest for its operation.
Indeed, the municipality of Villefranche-de-Rouergue carries the designation Grands sites Occitanie / Sud de France and wants to develop its tourist attraction. The camp is therefore a real challenge in terms of development and the municipality therefore decides to turn to a tourism professional who will work specifically to increase the number of overnight stays.
In the 2022 season, management of the camp was entrusted to a private operator with temporary authorization to occupy public property. This external management provided full satisfaction and made it possible to highlight the potential of this camp and the margins of development for its clientele, especially foreigners.

In order to adapt to the changing demands of customers, it is necessary to make large investments: renovation of the reception and toilets, replacement of canvas accommodation structures, etc. The city therefore wants to be able to outsource these investment expenditures. “Modernizing the camp would cost the City too much, it is a cost-effective solution,” added the mayor.
After a call for expression of interest where any suitor can present himself, a tourism professional, who will be in a better position to manage the marketing of the equipment, especially in terms of communication, signs an emphyteut lease (for 18 years). up to 99 years) administrative. The latter will be responsible for the operation, maintenance and development of the municipal camp throughout its duration, giving it real rights over the public property. In this way, it can support the investments necessary for the maintenance and modernization of the donated property. The operator, for his part, will pay the city tax, which can be fixed or variable. At the end of the lease, the city will take over the campground with all equipment built by the operator.
Thus, the tourist offer will be able to develop strongly in the years to come thanks to the camp, which will be modernized and developed. The municipality does not forget the idea of creating a future green offer. The project, however, is still a long way off.
